The Trump administration’s conflict with local authorities over immigration enforcement intensified when a Milwaukee judge was arrested for allegedly aiding a defendant in eluding ICE agents. Escape Through the Jury Door 

Milwaukee County Circuit Court Judge Hannah Dugan was arrested by the FBI on Friday, accused of helping a defendant evade U.S. Immigration and Customs Enforcement (ICE) agents. Reports indicate Dugan guided the defendant, Eduardo Flores-Ruiz, and his attorney through a jury door — an area typically restricted to court staff, deputies, and in-custody defendants — after learning that ICE agents were in the courthouse to arrest him. Despite her efforts, Flores-Ruiz was later apprehended after a foot chase outside the building. 

Court documents reveal Dugan was visibly upset about ICE’s presence, describing the situation as “absurd” and confronting the arrest team before directing them to the chief judge’s office. After this meeting, she allegedly returned to her courtroom and led Flores-Ruiz and his lawyer through the restricted access door. 

Growing Political and Legal Clash 

The arrest has stoked the most recent battle between the Trump administration and local officials regarding immigration enforcement. President Trump’s administration has long accused state and local leaders of interfering with federal immigration efforts, and this instance demonstrates the administration’s eagerness to pursue criminal charges in those situations. 

Wisconsin Governor Tony Evers called the federal action reprehensible and said it was part of an all-out assault on judicial autonomy. Instead, Senator Tammy Baldwin was concerned that it would disrupt the balance of authority between branches of government by arresting a sitting judge. 

The White House, meanwhile, reiterated the principle that nobody is above the law and everyone must be accountable regardless of one’s profession or political belief. 

Case Details 

Flores-Ruiz, the defendant at the center of the controversy, was charged with several misdemeanor cases of domestic battery. The court documents indicate that he had been deported before in 2013 and illegally re-entered the United States. 

When he appeared for his hearing before Judge Dugan, ICE officials allegedly waited for his release to arrest him. His subsequent escape attempt, aided by Dugan according to federal authorities, is now a focal point of the case against her. 

Dugan faces charges of “concealing an individual to prevent discovery and arrest” and “obstructing or impeding a proceeding.” She briefly appeared in federal court on Friday and was released pending further legal proceedings. 

Backlash And Support 

Local groups staged pickets outside the courthouse in protest upon Dugan’s arrest, condemning federal intimidation policies, which they characterized as intimidation actions against immigrants and the judiciary. Emilio De Torre of Milwaukee Turners arrived to defend Dugan’s action as a step to protect due process in the courts. 

The case is reminiscent of a 2019 prosecution against a Massachusetts judge accused of similar conduct, a case that was eventually dropped during the Biden administration. 

Legal experts continue to debate whether federal action against local judicial officers crosses constitutional boundaries, or if it is a necessary enforcement step in preserving federal immigration laws.
