ICE Workplace Visit Memo Deepens Partisan Divide in Wisconsin

A recent memorandum released by the administration of Wisconsin’s Democratic Governor Tony Evers has been the target of sharp criticism from Republican officials across the state. The directive, which tells state workers how to handle visits from Immigration and Customs Enforcement (ICE) agents or other federal authorities, has become the latest flashpoint in the national debate over immigration enforcement.  

Employee Guidelines on Dealing with ICE Visits 

The memo, which the Wisconsin Department of Administration released, creates a five-step procedure for state employees if federal agents appear at their place of work. The employees are instructed by the directive to remain calm, inform their supervisor immediately, and inquire from the agents for identification and paperwork. They are then instructed to contact their agency’s legal counsel before doing anything else. 

The directive is to safeguard confidential information. The employees of the state are directed not to answer any questions, not to allow anyone access to areas that are restricted, and not to release any paper documents or electronic data unless forced by law in the form of a judicial warrant and upon the advice of an attorney. The policy ensures that staff members maintain the standards of the law and protect sensitive government information. 

Standard Legal Protocol or Political Defiance? 

Officials in Evers’ administration have described the guidance as standard protocol, following recommendations from other states and immigration rights organizations. The policy comes on the heels of similar directives issued by Connecticut’s Democratic leaders earlier this year and mirrors best practices published by such organizations as the National Immigration Law Center. 

These groups typically ask employees to protect private areas and information unless presented with a federal warrant, and to speak to an attorney before cooperating with enforcement agents. 

Republican Leaders Push Back 

Despite its legal foundation, the guidance has ignited a political firestorm on the part of Republicans in Wisconsin. GOP leaders claim the memo interferes with federal immigration enforcement and undermines public safety. U.S. Representative Tom Tiffany, a potential 2026 gubernatorial candidate, accused the administration of what he sees as instructing state employees to hinder ICE operations. 

Republican Party Chairman of the state, Brian Schimming, was concerned that the directive interfered with federal efforts at national security. He claimed that the memo’s instructions could potentially put communities at risk by preventing ICE from carrying out its duties effectively. 

Conflicting Legislative Visions on Immigration 

This dispute reflects a broader divide in Wisconsin politics regarding immigration policy. The Republican-held Assembly recently passed bills requiring local sheriffs to work with federal immigration authorities, while Democratic lawmakers introduced a counter bill to prohibit such cooperation without a judicial warrant. Governor Evers is expected to veto the Republican bills, reiterating his administration’s stance on cautious and lawful coordination with federal authorities. 

The memo dispute underscores the dueling ideologies in Wisconsin’s immigration fight. Where Democrats highlight civil liberties and legal safeguards, Republicans continue to demand more enforcement and respect for national immigration priorities during the Trump era.
