A U.S. Immigration and Customs Enforcement (ICE) officer shot and killed a man during a vehicle stop in Franklin Park, a suburb northwest of Chicago, on Friday, September 12, 2025. The Department of Homeland Security (DHS) said the officer fired after being struck and dragged by the vehicle while attempting to detain the man.  

 

What Happened 

DHS said ICE officers were conducting targeted enforcement activity when they stopped a vehicle to arrest Silverio Villegas-Gonzalez, a 38-year-old man identified by the agency.  

According to DHS, Villegas-Gonzalez “resisted and attempted to drive his vehicle into the arrest team,” striking and dragging one officer; the officer fired, and the man was taken to a hospital, where he later died. The ICE officer was injured and is in stable condition, DHS said.  

The Mexican Consulate in Chicago confirmed the identity of the man and said it was assisting his family. Local reporting and law-enforcement statements placed the incident in Franklin Park, in Cook County.  

 

Agency Accounts and Immediate Official Statements 

DHS and ICE released statements saying the officer used force out of fear for his life and described Villegas-Gonzalez as having a history of reckless driving. DHS also framed the event as occurring during enforcement aimed at criminal noncitizens.  

Officials emphasized that the officer “followed his training” and that an internal review would follow.  

Illinois state officials and several Democratic members of Congress criticized ICE’s tactics and called for an independent, transparent review. Governor J.B. Pritzker said residents “deserve a full, factual accounting” of the incident, and local lawmakers described the operation as a dangerous escalation that endangers communities.  

 

Enforcement context: “Operation Midway Blitz” 

The shooting occurred amid an ICE enforcement initiative operating in parts of Illinois known publicly as Operation Midway Blitz, announced by the federal government as part of stepped-up immigration arrests in the region.  

The operation has drawn protests and heightened local tensions over federal enforcement activity in jurisdictions that have expressed sanctuary policies.  

 

Video, Witnesses, and Evidence 

Multiple local outlets and television stations reported that surveillance and bystander video circulated on social media after the shooting; law enforcement confirmed that video and other evidence will be part of the review.  

Federal and local investigators said they would examine body-worn camera footage (if available), squad video, and other material as part of any administrative or criminal inquiry.

Community leaders and advocates warn that aggressive federal enforcement increases fear among undocumented people and may deter victims and witnesses from contacting local police or public services. That fear can reduce crime reporting and access to health, education, and legal services.
