Healthcare Coverage Enrollment Now Open for Eligible DACA Recipients  

For the first time, tens of thousands of recipients under the Deferred Action for Childhood Arrivals (DACA) program are eligible to apply for affordable health insurance during the open enrollment period, which continues through January 15, 2025. This development follows the Biden administration’s finalization of a rule in May 2024, allowing DACA recipients access to plans under the Affordable Care Act (ACA).  

A coalition of more than 200 organizations has launched an extensive online campaign aimed at raising awareness among DACA recipients. The campaign’s primary objective is to ensure these individuals are informed about their eligibility for affordable healthcare options, highlighting the new federal rule as a transformative step toward health equity for immigrant communities.  

Transformative Impact on Health Outcomes  

Advocacy groups have emphasized the disproportionately high rate of uninsured individuals within the DACA population. This new rule is expected to significantly improve health outcomes for recipients, granting access to preventive care, mental health services, and emergency medical coverage.   

Juliana Macedo do Nascimento, Deputy Director of Federal Advocacy at United We Dream, emphasized the need for access to medical care to be independent of one’s immigration status. She described the new rule as having an “undeniably positive, life-changing impact” on DACA recipients and their families.   

Similarly, Raha Wala, Vice President of Strategic Partnerships and Advocacy at the National Immigration Law Center highlighted the importance of outreach efforts, noting that their organization is working tirelessly to ensure as many DACA recipients as possible are aware of their eligibility and can make informed decisions about their healthcare options.  

Eligibility and Financial Assistance  

According to the Center on Budget and Policy Priorities (CBPP), an estimated 100,000 DACA recipients and other immigrants may qualify for affordable health coverage under this rule. Eligibility is contingent on meeting specific income and tax-related requirements. Shelby Gonzales, CBPP’s Vice President for Immigration Policy, underscored that financial assistance is available to help eligible recipients purchase plans, potentially reducing their costs to manageable levels. 

Context of DACA and Healthcare Access  

The DACA program, introduced under President Barack Obama’s administration, provides temporary protection from deportation and work authorization for young immigrants who were brought to the United States as children. While it does not confer legal status, it has been a lifeline for recipients, often called “Dreamers,” despite their ongoing struggles with legal uncertainty.  

Since 2021, new DACA applications have not been accepted following a federal court ruling deeming the program unlawful. Current recipients, however, have been allowed to renew their permits. The Biden administration has appealed the ruling, and the case remains unresolved.  

While this healthcare milestone is celebrated, fears about the program’s longevity persist. The reelection of Donald Trump, who has taken a hardline stance on immigration, has heightened concerns about the potential end of DACA protections. Trump’s rhetoric has often been polarizing, fueling anxieties among immigrant communities about possible deportation and loss of protections.
