The CIS ombudsman was established by congress in 2002 as an independent office within the Department of Homeland Security (DHS). Its primary functions are to assist people in resolving issues with the U.S. Citizenship and Immigration Services (USCIS), provide private relief, identify systemic problems, and recommend improvements.
