President Donald Trump has warned that he will declare a national emergency in Washington, DC, after Mayor Muriel Bowser said city police would not cooperate with federal immigration authorities. The clash escalates tensions over ICE operations in the capital, where federal troops are already patrolling the streets. 

 

Trump Threatens Federal Control 

Trump said on Monday that he would federalize Washington, DC, if the Metropolitan Police Department refused to share information about individuals in the country without legal status. He accused “Radical Left Democrats” of pressuring Bowser to block cooperation with ICE, claiming that such moves would erase progress in lowering crime. 

Trump assured Washington residents and business owners through a post on Truth Social that he would not allow crime to return, emphasizing that he was prepared to declare a national emergency and place the city under federal control if needed. 

 

Ongoing Military Presence in the Capital 

The warning comes amid the continued presence of more than 2,000 National Guard troops in the city, deployed after Trump’s August order to “re-establish law, order, and public safety.” At the time, the administration argued that violent crime and unrest had reached unacceptable levels. 

The deployment triggered several large protests this month, as thousands of residents took to the streets demanding the withdrawal of federal forces. Critics described the show of force as a federal overreach. At the same time, Trump pointed to what he called dramatic improvements in public safety, emphasizing that for the first time in decades, there has virtually been no crime. 

 

Bowser’s Position and Response 

Bowser’s office has not yet responded to the president’s latest remarks. In the past, however, she has offered cautious support for some aspects of the federal surge, noting that violent crime numbers had declined following the deployment. Earlier this year, she signed an order requiring city agencies to coordinate with federal law enforcement. 

Her current position marks a shift, focusing on the independence of the city’s police department and the right to limit cooperation with immigration enforcement. The dispute highlights the broader tension between local control and federal authority over security in the nation’s capital. 

 

Federal Law Enforcement Oversight 

Trump’s earlier actions already placed the Metropolitan Police Department under direct federal control, alongside the involvement of ICE officers and other agencies in street patrols. The White House has not specified when the federal law enforcement presence will end. 

The disagreement over ICE operations comes as immigration enforcement remains a key focus of Trump’s domestic policy. Supporters claim that working with local police is vital for identifying individuals who entered the country illegally. Opponents argue that these policies damage community trust and make immigrants less willing to report crimes. 

 

The Role of the National Guard 

The situation is more complicated due to the role of the DC National Guard. Unlike in U.S. states, where governors manage Guard units unless they are federalized, the DC Guard reports directly to the president. This gives Trump the power to deploy the force without the city’s consent, a power he has indicated he is ready to use again. 

 

A Look Ahead 

The upcoming dispute could lead to a larger clash between the federal government and DC leaders over policing and immigration. It may also affect how other areas that limit ICE cooperation respond to federal pressure.
