The Biden Administration has taken a significant step to strengthen national security in the face of advancing artificial intelligence (AI) with a new policy memorandum aimed at guiding federal agencies on AI use and safety standards.  

This memorandum, introduced on October 24, 2024, builds upon the foundational policies in last year’s Landmark Executive Order by laying out specific actions to align AI development with the nation’s security and defense needs. The U.S. Government will collaborate with industry, academia, and civil society to enhance AI capabilities and infrastructure to achieve this. Strengthening the U.S. AI ecosystem will attract top global talent and develop advanced computational resources while also providing critical safety guidance to manage AI risks.   

Next, the U.S. Government is committed to using AI responsibly to advance national security. Leveraging general-purpose AI models can greatly benefit security initiatives, but achieving this will require comprehensive updates in technology, policy, and organizational approaches. The U.S. will ensure all AI use aligns with democratic principles, prioritizing transparency, privacy, and civil rights.   

Thirdly, the United States will support a responsible framework for global AI governance, promoting secure and ethical AI use that respects democratic values and human rights. Through alliances and international collaboration, the U.S. seeks technological leadership and influences global standards, fostering AI use that benefits society while managing associated risks.  

Importance of the National Security Memorandum on Artificial Intelligence    

The memorandum underscores the importance of adapting to rapid technological changes and addressing the vulnerabilities that can accompany AI. At its core, the new AI policy requires U.S. federal agencies, especially those involved in defense and intelligence, to prioritize acquiring and using AI in areas critical to national security.    

For example, the Department of Defense (DoD) and Department of Homeland Security (DHS) are expected to integrate AI systems to enhance their cybersecurity infrastructure, identify vulnerabilities, and detect threats more precisely. The administration’s directive urges agencies to adopt cutting-edge AI technologies to stay ahead of strategic threats from global adversaries.

In July, Apple joined the Biden administration’s AI safety initiative, a voluntary commitment that encourages tech companies to develop AI responsibly. Major players like Amazon, Alphabet, Meta, and Microsoft have been involved since the initiative’s launch last year. Participants are expected to rigorously test their AI systems for safety, share risk-related data with the government, and collaborate to address emerging AI threats.   

The Role of International Partnerships   

The Biden Administration’s AI memorandum also highlights the need for international cooperation to address AI’s global challenges. The U.S. has partnered with allied nations like the United Kingdom, Japan, and Germany to create a unified approach to AI governance. By aligning with global allies, the administration seeks to establish international norms and standards for AI use, ensuring the technology is developed in ways that respect privacy, reduce bias, and promote ethical practices worldwide.  

These efforts also build on the AI Bill of Rights, an initiative launched earlier to protect citizens from the risks of AI-driven decisions. While encouraging agencies to incorporate AI into operations, the memorandum calls for balancing innovation and accountability to uphold democratic values and prevent potential abuses.
